Location: North Houston / The Woodlands / Spring / Conroe, TX Area (Onsite / Light Hybrid – 3–4 days/week)

Opportunity Overview 

Are you a hands-on procurement builder who thrives in fast-paced, high-growth private equity environments? 

We are seeking a Head of Procurement to architect, launch, and lead a centralized procurement, fleet, and equipment management function from the ground up. Our client is an $80M+ revenue utility infrastructure firm backed by a premier private equity group, actively scaling its multi-state footprint toward $160M+ in revenue

Reporting directly to the Chief Financial Officer, this high-visibility strategic leader will transform decentralized purchasing habits into a streamlined, high-performing Procure-to-Pay (P2P) organization. You will have total autonomy to design purchasing policies, build supplier networks, optimize fleet leasing, and manage $40M+ in core spend to drive margin expansion and EBITDA growth. 

Key Responsibilities 

? Greenfield Function & P2P Governance: Build the company’s centralized procurement department from scratch. Establish purchasing policies, authorization matrices, approval hierarchies, and purchase order workflows across all corporate, warehouse, and field operations. 

? Strategic Sourcing & Category Management: Direct oversight of $40M+ in annual spend across key categories—including utility poles, inspection equipment (UAV/drones, LiDAR, GPS), safety gear, subcontractors, and field materials. Conduct total cost of ownership (TCO) analyses, consolidate fragmented suppliers, negotiate Master Service Agreements (MSAs), and target $1.0M–$2.0M in annualized hard-cost savings

? Fleet & Equipment Strategy: Design and manage a multi-state fleet program (utility trucks, trailers, UTVs). Establish structured leasing frameworks, maintenance networks, fuel card programs, telematics tracking, and rent-vs-buy models. 

? System & ERP Optimization: Implement and optimize procure-to-pay workflows within an enterprise ERP system (NetSuite preferred) to drive end-to-end spend visibility and financial control. 

? Team Leadership & Scale: Hire, structure, and mentor a high-performing procurement team (buyers, category managers) to support rapid corporate expansion. 

? Operational Alignment & Change Leadership: Partner closely with Operations, Project Management, and Finance to ensure timely field mobilization, material availability, and supplier performance without creating rigid bureaucratic friction. 

Candidate Profile & Qualifications 

Hard Requirements (Non-Negotiable): 

? Experience Level: 10+ years of progressive procurement, supply chain, or strategic sourcing experience, with 5+ years managing direct reports. 

? "Builder" Track Record: Demonstrated experience building or heavily transforming a procurement function in mid-market, high-growth, or private equity-backed organizations (versus solely managing pre-built systems in massive enterprise environments). 

? Strategic Sourcing & Sourcing Power: Proven success executing spend analytics, driving multi-million-dollar cost savings, running competitive RFPs, and negotiating MSAs. 

? Fleet & Equipment Oversight: Hands-on experience structuring fleet leasing, maintenance vendor programs, and capital asset tracking across multi-site field networks. 

? ERP Proficiency: Solid working knowledge of enterprise ERP/P2P platforms (NetSuite, SAP, Oracle, Coupa, Microsoft Dynamics). 

? Education: Bachelor’s degree in Supply Chain Management, Business Administration, Finance, Operations, Engineering, or a related field. 

? Work Authorization & Location: U.S. Citizen or Green Card Holder (no visa sponsorship provided). Based in or willing to commute to the North Houston, TX area (The Woodlands / Spring / Conroe) 3–4 days per week, with occasional regional travel. 

Preferred Qualifications: 

? Industry Background: Utility Infrastructure, Construction, Telecom Infrastructure, Commercial Field Services, Industrial Services, or HVAC/Engineering operations. 

? Advanced Credentials: MBA or MS in Supply Chain/Finance. Professional certification (CPSM, CIPS, CPM, CSCP). 

? System Bonus: Hands-on experience configuring or optimizing NetSuite P2P workflows.
